A firm protested the Department of Veterans Affairs' (VA) decision to permit the awardee to correct a mistake in its low bid for medical center repairs, contending that the correction should have been impermissible, since the: (1) awardee did not supply convincing evidence of its bid mistake; and (2) bid correction brought the awardee's bid within 2 percent of its bid. GAO held that: (1) the protester supplied clear and convincing evidence of its bid mistake; (2) VA reasonably permitted the awardee to correct its bid; and (3) VA was not precluded from permitting the awardee's bid correction, even though the correction brought the awardee's bid within 2 percent of the protester's bid. Accordingly, the protest was denied.
