Highlights

A firm protested a Department of Energy (DOE) prime contractor subcontract award for environmental cleanup services. GAO held that the protest was outside of its jurisdiction, since the: (1) subcontract was not by or for the government; (2) prime contractor was not providing management services under its contract; and (3) prime contractor was permitted to make award without advance approval by DOE. Accordingly, the protest was dismissed.
