[Protest of HHS Contract Award for Financial Analysis and Audit Support]
B-253805: Oct 13, 1993
- Full Report:
A firm protested a Department of Health and Human Services (HHS) contract award for financial analysis and audit support, contending that HHS: (1) did not consider cost in its award decision; and (2) improperly awarded the contract to the high bidder. GAO held that: (1) HHS reasonably awarded the contract to the technically superior bidder; (2) the solicitation stated that technical quality would be given paramount consideration over cost in determining the most advantageous bid; and (3) there was no evidence that HHS was biased against the protester or that the awardee had a competitive advantage as the incumbent contractor. Accordingly, the protest was denied.
