An individual requested reconsideration of his dismissed protest against the Department of Energy's (DOE) rejection of his unsolicited bids for engines. GAO had held that the protester untimely filed his protest more than 10 days after knowing the basis of protest. In his request for reconsideration, the protester contended that his protest was not based on DOE rejection of its bids, but on DOE and the National Institute of Standards and Technology's failure to respond to later requests. GAO held that the protester did not present any evidence of errors in fact or law or any new information that would warrant reversal of the original decision. Accordingly, the request for reconsideration was denied.
