The Customs Service requested authorization to pay a claimant rent for housing Customs personnel. GAO held that Customs was authorized to pay the costs for the use of real property without a written lease on a quantum meruit basis, since: (1) it satisfied the quantum meruit requirements; (2) it acted in good faith when it accepted the terms of the lease; and (3) the claimant's rental rates were reasonable. Accordingly, the claim was authorized for payment.
