This article, which appeared in the GAO Journal, No. 16, Fall/Winter 1992, discusses the application of certain features of the post-World War II Marshall Plan, a massive aid program that focused on bipartisan cooperation in economic policy formation, to U.S. efforts to assist the states of the former Soviet empire in their transition to democratic states with successful mixed economies. A strong and capable organization is needed to assist with the numerous, significant, and simultaneous changes taking place in the former Soviet empire.
