This article, which appeared in the GAO Journal, No. 16, Fall/Winter 1992, discusses federal involvement in education and focuses on: (1) federal programs in elementary and secondary education; (2) the President and nation's governors' establishment of national education goals for the year 2000 and establishment of the National Education Goals Panel; (3) the establishment of national standards for five core subjects; and (4) the new willingness of states to measure their progress in a national context.
