[Protest of Navy Contract Award for Tank Removal]

A firm protested a Navy contract award for tank removal, contending that the awardee's bid was nonresponsive, defective, and materially unbalanced. GAO held that the protester failed to provide a valid protest basis, since it failed to prove that the awardee's low bid limited, reduced, or modified the awardee's obligation to perform the contract in accordance with the solicitation criteria.
