A firm protested a Navy contract award for tank removal, contending that the awardee's bid was nonresponsive, defective, and materially unbalanced. GAO held that the protester failed to provide a valid protest basis, since it failed to prove that the awardee's low bid limited, reduced, or modified the awardee's obligation to perform the contract in accordance with the solicitation criteria. Accordingly, the protest was dismissed.
