The Department of Energy (DOE) requested a decision regarding whether a former employee was entitled to reimbursement for two travel vouchers for relocation expenses he incurred incident to two changes of official duty station. GAO held that the claimant was not entitled to reimbursement, since: (1) his relocation was not incident to either of the two changes of official duty station; and (2) there was no evidence that the DOE determination was arbitrary, capricious, or an abuse of discretion. Accordingly, the two travel vouchers were not certified for payment.
