The National Security Agency (NSA) requested an advance decision concerning reimbursement for educational travel expenses incurred by an employee's dependent from a foreign duty post 3 days prior to the anniversary date for such travel. GAO held that amended regulations allow reimbursement of educational travel expenses for a 14-day period prior to the yearly travel eligibility date to help ease scheduling problems. Accordingly, the claim was allowed.
