Highlights

A firm requested reimbursement for its bid preparation costs under a cancelled Navy solicitation for construction, contending that the Navy cancelled the solicitation the day before bid opening. GAO held that the protester did not provide any basis for determining that the Navy acted contrary to statute or regulation. Accordingly, the claim was dismissed.
