A firm protested a Defense Logistics Agency (DLA) contract award for abrasive wheels, contending that: (1) the awardee was ineligible for award, since it offered foreign products; and (2) it was entitled to reimbursement for its bid and protest preparation costs. GAO held that the protester was not sufficiently interested to challenge the award, since it submitted the fifth-low quotation and would not receive award even if its protest were sustained. Accordingly, the protest was dismissed and the claim for costs was denied.
