A firm protested an Immigration and Naturalization Service (INS) contract award for security guard services, contending that INS: (1) was biased in favor of the awardee; and (2) did not timely notify it of the award. GAO held that: (1) there was no evidence of INS bias in awarding the contract; and (2) the untimely award notification was a procedural defect that did not affect the award's validity. Accordingly, the protest was denied.
