An Army employee claimed grade and pay retention and a living quarters allowance, despite his previous declination of a lower position. GAO held that the: (1) claimant was not entitled to grade and pay retention, since his separation did not entitle him to reemployment or restoration; and (2) Army should determine the claimant's actual residence in order to determine whether he was a local hire. Accordingly, the claim was denied in part and remanded to the Army in part.
