A firm protested an Air Force solicitation for natural gas, contending that the solicitation: (1) improperly removed a partial small-disadvantaged-business (SDB) set-aside; and (2) should have been a total SDB set-aside. GAO held that: (1) there was no legal basis to object to the Air Force's decision to remove the partial set-aside; and (2) the protester untimely filed after bid opening its protest against alleged solicitation improprieties. Accordingly, the protest was denied in part and dismissed in part.
