The Agency for International Development requested a decision regarding whether an employee could be reimbursed for transportation expenses he incurred while transporting his dependent children on two separate occasions. GAO held that the claimant: (1) could be reimbursed for an overseas trip, since the record reasonably established the necessity for use of a foreign airline; and (2) could not be reimbursed for the second trip, since it was between two domestic points. Accordingly, the claim was allowed in part.
