A firm protested an Air Force contract award for the development of maintenance continuation training courses, contending that the Air Force: (1) improperly evaluated proposals; and (2) made award to a higher bidder. GAO held that the Air Force: (1) reasonably and consistently evaluated proposals; and (2) reasonably determined that the awardee's proposal offered the best value to the government. Accordingly, the protest was denied.
