Expanding GAO's Capabilities in Program Evaluation

This article, which appeared in the GAO Journal, No. 8, Winter/Spring 1990, discusses the development and mission of the GAO Program Evaluation and Methodology Division (PEMD), focusing on challenges PEMD faces regarding: (1) developing evaluators' substantive knowledge of new issues and areas; (2) working within legislative time schedules; and (3) incorporating social scientists and their expertise into the auditing and evaluating function.
