This article, which appeared in the GAO Journal, No. 8, Winter/Spring 1990, discusses the need for innovative policy approaches to address future global, long-term, and cross-cutting problems before they become unmanageable. Basics for effectively addressing current and future problems include: (1) a more generalist way of thinking; (2) education and training focused on the learning and application of skills; and (3) leadership aimed at effectively performing societal functions over the long term.
