The National Park Service (NPS) requested a decision regarding two employees' entitlement to reimbursement for state pesticide application licensing fees. GAO held that NPS could not reimburse the employees, since the license fees constituted personal expenses. Accordingly, NPS could not reimburse the employees with appropriated funds.
