A firm protested any Forest Service contract award for a video-based recreational guide, contending that the: (1) solicitation restricted competition in favor of a particular offerer; and (2) Forest Service improperly rejected its late bid. GAO held that: (1) the protester untimely filed its protest against the specifications after the Forest Service received initial proposals; (2) the Forest Service properly rejected the protester's late bid, since it failed to timely submit its hand-carried proposal; and (3) there was no evidence that the Forest Service's actions caused the protester to submit a late bid. Accordingly, the protest was denied.
