A carrier requested review of the General Services Administration's (GSA) settlements of 12 transportation claims, contending that GSA failed to pay it for certain service charges which it incorporated in its tender. GAO held that: (1) it would not review nine of the settlements, since the claimant failed to provide sufficient evidence of its timely pursuit of those claims within the required period; and (2) the claimant's tender specifically provided for reimbursement for terminal service charges, and the tender's other provisions did not conflict with those charges. Accordingly, the claim was allowed in part, and GAO recommended that GSA settle the three remaining unbarred claims consistent with the tender.
