A firm protested three Army contract awards for reroofing, contending that the Army should have rejected the low bids as nonresponsive, since they did not meet the solicitation requirements regarding the: (1) roofing system; or (2) manufacturer's installing experience. GAO held that the Army properly determined that the low bids were responsive. Accordingly, the protests were denied.
