The Navy requested a decision regarding its use of its operations and maintenance appropriation to purchase identification tags that it required senior staff officials to wear. GAO held that the: (1) Navy did not plan to use the tags for personal purposes; and (2) tags would remain government property. Accordingly, the Navy could use appropriated funds to purchase the tags.
