Time for Some New Thinking: An Interview With James R. Ambrose

This article, which appeared in the GAO Journal, No. 7, Fall 1989, presents a round-table discussion with a former Army undersecretary about the Department of Defense's (DOD) acquisition strategies, focusing on how DOD determines its weapon system requirements. DOD needs to review its entire defense strategy, since it would be unimaginably expensive to fund, and make choices among mission and national security priorities instead of attempting to spread inadequate funding among several programs.
