A firm protested a Navy contract award for a circuit board tester, contending that the awardee either offered a nonconforming product or bid unrealistically low prices. GAO held that: (1) the protester untimely protested more than 10 days after it became aware of the award; (2) whether the awardee would supply a conforming product was a matter of bidder responsibility, which it would not consider; and (3) absent evidence of collusion, there was no merit to the protester's contention regarding the awardee's bid price. Accordingly, the protest was dismissed.
