The Army requested a decision concerning a firm's claim for payment under an electronic equipment purchase order. The Army had issued a purchase order to another firm and had made a partial payment to the contractor and to the claimant. The claimant sought the total payment from the Army. GAO held that: (1) the assignment did not comply with the Assignment of Claims Act's requirements; and (2) there was no valid assignment of the right to payment under the purchase order. Accordingly, the claim was denied.
