The widow of a deceased Army member claimed unpaid retired pay and survivor benefits, contending that she was temporarily insane at the time she shot her husband. GAO held that the: (1) claimant was not entitled to the retired pay and annuity, since there was no evidence to support the claimant's alleged lack of mental responsibility and felonious intent; and (2) Army properly made payments to the deceased's children. Accordingly, the claim was denied.
