A firm requested reconsideration of its dismissed protest of a Forest Service contract award for groundcover mats and wire anchor pins. GAO had held that the protester was not sufficiently interested to protest, since it was the fifth low bidder and was not in line for award. In its request for reconsideration, the protester contended that it was an interested party, since the: (1) Forest Service had already found the low and third low bids nonresponsive; (2) awardee's product did not meet the solicitation's minimum requirements; and (3) Forest Service could also find the fourth low bid nonresponsive. GAO held that the protester failed to show any: (1) evidence that the fourth low bid might be nonresponsive; and (2) errors of fact or law in the original decision. Accordingly, the original decision was affirmed.
