A firm protested the Bureau of Reclamation's rejection of its low bid for failure to execute and return a standard procurement form under a solicitation for river bank restoration, contending that it submitted the forms in its bid package. GAO held that the Bureau properly rejected the protester's bid as nonresponsive, since the protester would not have been bound to the form's terms, and there was no evidence that the protester included the forms. Accordingly, the protest was denied.
