The National Park Service requested a decision concerning the propriety of using appropriated funds to install a telephone in an employee's temporary residence and subsequently reinstall a telephone in his permanent residence. GAO held that the employee was entitled to reimbursement for the telephone connection and reconnection charges, since he was required to relocate his residence through government action over which he had no control. Accordingly, the claim was allowed.
