A firm requested reconsideration of its dismissed protest of a Navy solicitation cancellation. GAO had held that the protester untimely filed its agency-level protest more than 10 working days after it knew the basis for protest. In its request for reconsideration, the protester contended that: (1) it timely filed its agency-level protest, since the Federal Acquisition Regulation provided no time limitation for filing agency-level protests; and (2) the Navy violated Office of Management and Budget Circular A-76, since it failed to issue a solicitation for a cost comparison. GAO held that the protester failed to show that the original decision was erroneous. Accordingly, the request for reconsideration was denied.
