Highlights

An Air Force employee appealed the denial of her claim for retroactive step increases and backpay following her voluntary transfer, contending that under the highest-previous-rate rule, she was entitled to a higher pay grade following her promotion at the new location. GAO held that the rule did not apply, since the employee's salary after promotion exceeded her highest previous salary. Accordingly, the claim was denied.
