Two firms protested the Air Force's rejection of their bids for housing renovation, contending that the Air Force improperly: (1) determined that the first protester was nonresponsible; and (2) delayed sending documents the second protester requested for its certificate-of-competency (COC) application. GAO held that the: (1) first protester failed to show that the Small Business Administration (SBA) acted fraudulently or in bad faith when it reviewed the Air Force's determination that the protester was nonresponsible and denied the protester's COC application; and (2) second protester failed to timely request a COC application extension. Accordingly, the protests were dismissed.
