The Veterans Administration (VA) requested a decision regarding an employee's request for waiver of debt for shipment of overweight household goods. GAO held that the employee was not entitled to waiver of the debt, since the: (1) employee exceeded his weight allowance; and (2) debt did not arise out of an erroneous payment. GAO noted that VA could make an allowance for the employee's shipment of his professional books as an administrative expense, if it made the required certifications. Accordingly, the request was denied.
