The Army requested an advance decision concerning an employee's claim for erroneously authorized relocation expenses. GAO held that: (1) the claimant was not entitled to reimbursement for the expenses, since they exceeded of the statutory limit; and (2) waiver of the claimant's travel advance was not appropriate, since there was no net indebtedness after the Army properly applied the advance against the claimant's correctly authorized expenses. Accordingly, the claim was denied.
