A retired air traffic controller claimed additional compensation for the period of time that the Federal Aviation Administration (FAA) reemployed him part-time during an air traffic controllers' strike. GAO held that FAA incorrectly computed a statutory pay cap on an hourly basis rather than based on the aggregate pay rate for a pay period and effectively reduced the employee's pay by $4 per hour. Accordingly, the claim was allowed.
