A firm requested reconsideration of its dismissed protest of an Air Force solicitation for cleaning, maintenance, and roof repair services. GAO had held that the Air Force's failure to exercise an option under the protester's existing contract was a matter of contract administration. In its request for reconsideration, the protester contended that the Air Force's decision not to modify its current contract and to issue a new solicitation constituted a breach of contract. GAO would not consider the protest, since the: (1) failure to modify the protester's contract was a matter of contract administration; (2) issuance of the solicitation encouraged free and open competition; and (3) protester would have an opportunity to bid for the additional services. Accordingly, the dismissal was affirmed.
