This publication is the study by the Commission on Education of the Deaf on the quality of education of deaf persons, focusing on: (1) prevention and early identification; (2) elementary and secondary education; (3) federal postsecondary education systems; (4) professional standards and training; and (5) technological progress. The publication also includes the results of GAO field work on Gallaudet University's pre-college programs.
