A Defense Logistics Agency (DLA) employee appealed the denial of her claim for reimbursement of relocation expenses she incurred incident to her transfer, contending that DLA should not have considered budget constraints in denying her claim. GAO held that DLA properly and reasonably determined that the transfer was for the claimant's convenience, since she initiated the lateral transfer to a position with no greater promotion potential. Accordingly, the claim was denied.
