The Navy requested a decision regarding whether it should pay a vendor's claim for payment for a circuit card for which the Navy issued a purchase order. The Navy advised that it had no records verifying item receipt or acceptance. GAO held that the vendor failed to present evidence showing that the Navy received and accepted the circuit card.
