The Federal Bureau of Investigation (FBI) requested a decision regarding an employee's claim for reimbursement for travel and subsistence expenses he incurred prior to his transfer to an overseas duty post. The claimant contended that FBI should reimburse him for the travel and subsistence expenses and fees resulting from an FBI security clearance requirement that his wife become a U.S. citizen. GAO held that the claimant was not entitled to reimbursement, since: (1) his wife was not a federal employee; and (2) FBI did not authorize the travel. Accordingly, the claim was denied.
