A firm requested review of the General Services Administration's (GSA) deduction of alleged overcharges from its transportation bills, contending that: (1) GSA improperly applied a lower rate from a tender that one of its divisions issued; and (2) the tender did not apply to its shipment because the issuing division was actually a separate company. GAO held that: (1) the operating certificate number on the tenders indicated that the entity carrier was a division of the protester; and (2) the tender's application was not restricted to the specific division. Accordingly, the GSA audit actions were sustained.
