Highlights

A firm protested a Department of Justice (DOJ) contract award for automatic data processing equipment, contending that DOJ improperly rejected its low bid as nonresponsive, since the bid represented an unequivocal offer to provide the required equipment. GAO held that DOJ properly rejected the protester's bid, since it: (1) did not offer all the required equipment; and (2) was ambiguous as to what peripheral items and features it offered. Accordingly, the protest was denied.
