A firm protested the Fish and Wildlife Service's (FWS) rejection of its bid for pit replacement, contending that FWS improperly required a bid guarantee, since its bid was not large enough to require a performance bond. GAO held that FWS properly rejected the protester's bid, since: (1) FWS was not prohibited from requiring a bond for smaller bids; and (2) the protester failed to submit a bid guarantee. Accordingly, the protest was dismissed.
