A firm requested reconsideration of its dismissed protest against a Minerals Management Service (MMS) solicitation. GAO had held that the protester failed to respond to the MMS protest report. In its request for reconsideration, the protester contended that the dismissal was premature, since it untimely received the MMS report. GAO held that the protester failed to: (1) respond to the MMS report; and (2) advise GAO that it had not timely received the report. Accordingly, the original dismissal was affirmed.
