A former Navy member appealed the denial of his claim for retroactive payment of commuted rations, contending that he failed to receive commuted rations because of an administrative error. GAO held that: (1) there was no evidence that the former member's commanding officer ever approved his application for commuted rations; and (2) the Navy could not pay for the rations retroactively. Accordingly, the claim was denied.
