The National Park Service (NPS) requested a decision regarding whether it should pay finance charges for late payments of monthly electric bills. GAO held that NPS should pay the finance charges, since: (1) the purchase agreements presented the late payment terms; and (2) its continued use of the utility implied its acceptance of the terms presented on the invoice statements. Accordingly, NPS should pay the finance charges.
