The Army Corps of Engineers requested a decision concerning a city's claim for reimbursement for interest on an overpayment to the Army. GAO held that: (1) a statute prohibited the federal government from making interest payments not specifically authorized by law or contract; and (2) neither the Contract Disputes Act nor the Prompt Payment Act was applicable to the city's claim. Accordingly, the claim was denied.
