A firm protested a United States Tax Court contract award for court reporting services, contending that the Court improperly evaluated its previous experience and downgraded its bid. GAO held that the Court: (1) properly considered the protester's and its subcontractor's previous experience in evaluating the bid; and (2) reasonably downgraded the bid because of the protester's minimal experience and the subcontractor's poor performance record. Accordingly, the protest was denied.
